Richard Fitter

Richard has over 20  years experience in a diverse range of highway and transport engineering. His career has centred mostly on Highway and Transport Development Planning in both the public and private sectors. He has experience in devising transport strategies for major town expansion projects, urban regeneration initiatives and speculative mixed-use development schemes. 

Richards skills include the preparation of movement strategies, travel plans and transport assessments as well as junction modeling, access design and transport sustainability assessments.  

Richard has a broad range of experience as an expert witness at Local Plan Examinations in Public, Section 78 appeal Public Inquiries and Informal Appeal Hearings. He has given evidence in England and Wales on behalf of the local highway authority and on behalf of private developers (though not at the same time!). 

Richard was also pleased to be approached by the IHIE to sit on their Development Control Group which is responsible for developing a national training scheme for new Highway Development Control officers and has spoken a number of times as a private sector representative at the IHIE’s “Introduction to Development Control” seminars which set the standard for best practice in transport development management.
